基于随机Petri网的区块…舆情存证系统建模与效能分析/Modeling and Efficiency Analysis of Blockchain Public Opinion Deposit System Based on Stochastic Petri Net
在重大突发危机事件期间,以公众为核心的“民间舆论场”常常陷入造谣成本低、证伪不及时、溯源成本高、举证难度大的困局,疲于应对。与此同时,以政府为主导的“体制内舆论场”舆情处置权责划分模糊、流程不透明,使得“民间舆论场”与“体制内舆论场”日益分庭,不利于形成政民网络共治合力。为解决网络舆情乱象,本文紧扣时代脉搏,推进对“区块链+网络舆情治理”的探索,打造可信的、有约束力的舆情上链存证机制。引入随机Petri网的理论知识,构建区块链舆情存证系统模型,并通过仿真模拟对全链条各环节的平衡状态与效能演变规律进行检验。本文从最佳优化环节、最佳增效尺度与系统自适应能力三个切面加深了学术界与实务界对区块链舆情存证系统的理解,为我国应用区块链技术改善网络舆情治理能力提供了重要的应急决策支持。 During the period of major emergency crisis, the public opinion field regarding public as its core often falls into the dilemma of low cost of rumor, untimely falsification, high cost of tracing to the source, and great difficulty in proof. Meanwhile, fuzzy division of rights and responsibilities and opaque disposal process of public opinion field within the system led by the government increase the gap between the two public opinion fields, which is not conducive to the formation of the joint governance force of the government and the people. In order to solve the disorder of online public opinion, this study closely follows the pulse of the times, promotes the exploration of “blockchain + network public opinion governance”, and creates a credible and binding deposit mechanism of public opinion. This paper utilities the theoretical knowledge of Stochastic Petri Net, constructs the model of public opinion deposit system of blockchain, and tests the equilibrium state and efficiency evolution law of each sector of the whole chain through simulation. This paper deepens the understanding of the blockchain public opinion deposit system from three aspects of the best optimization sector, the best efficiency scale and the system adaptive ability, and then provide important emergency decision support for the application of blockchain technology under major emergency crisis to improve the governance ability of network public opinion in China.
